Las personas que hayan de recibir la enseñanza mínima fundamental del servicio cívico escolar, serán únicamente aquellas que no hayan podido ingresar a las escuelas públicas o privadas, y cuyos padres carezcan de recursos pecuniarios o facilidades de otra índole.
