Cuando un proyecto de los contemplados en el presente decreto fueren calificado de urgente y prioritario, mediante declaración escrita del presidente de la republica, tanto la secretaria de integración popular como las demás entidades oficiales participantes deberán ejecutarlo con prelación sobre otro proyecto.
