Artículo segundo. Los Tribunales se abstendrán de elegir los funcionarios que les correspondan, de acuerdo con las creaciones dispuestas por medio del presente Decreto, hasta tanto los Municipios respectivos doten de los elementos necesarios las correspondientes oficinas, y según aviso que les dará el Ministerio de Justicia.
