En toda Cárcel deberá establecerse una biblioteca formada de libros cuya lectura sea benéfica para los detenidos, a juicio del Director. La biblioteca estará siempre abierta los días feriados y por lo menos dos veces por semana, en las horas que determine el reglamento interno.
