Las sumas indicadas en los artículos 1°, 3°, 5° y 12 de la presente Ley serán incluídas en las vigencias próximas y siguientes, dentro del presupuesto del Ministerio de Educación Nacional. En caso de que no lo fueran, el Gobierno queda ampliamente autorizado para abrir los créditos y hacer traslaciones hasta el monto de las sumas indicadas.
