El incentivo a la capitalización rural será asignado u otorgado en cada caso por el Fondo para el Financiamiento del Sector Agropecuario, FINAGRO, a través de los intermediarios financieros, instituciones fiduciarias o cooperativas. El beneficiario sólo podrá hacer efectivo el incentivo en las condiciones previstas en el documento expedido por FINAGRO, si han sido satisfactorios la evaluación, verificación de campo y seguimiento de control del plan de inversión, realizados por FINAGRO.
