Art. 4.° Corresponde a la Junta Directiva : 1.° Adoptar el plan que deba seguirse para limpiar i perfeccionar el cauce del rio Magdalena desde Barranquilla hasta Caracolí, de tal suerte que sea navegable sin inconveniente, en la estacion de secas, por buques de seis piés de calado ; 2.° Recaudar i administrar los fondos de la empresa ; 3.° Fijar el sueldo de los empleados suyos que deban ser remunerados, pudiendo disponer con tal objeto del diez por ciento del impuesto creado por el artículo 4.° de la citada lei.
