Los beneficios contemplados en los Decretos 2231 de 1989 y 48 de 1990, serán concedidos también a las víctimas de atentados terroristas. En este caso, corresponderá al Fondo de Solidaridad y Emergencia Social, expedir la certificación correspondiente, con base en las listas a que se refiere el artículo 21 de la presente Ley.
