El Gobierno Nacional a través de la Entidad rectora del Sistema Nacional de juventudes tendrá un plazo máximo de un (1) año a partir de la conformación del Consejo Nacional de Juventud, para generar un plan de acción aprobado por el Consejo Nacional de Políticas de la juventud que conduzca a la operación y garantías establecidas en esta ley, así como a la implementación de las instancias, mecanismos y procesos establecidos en el Sistema Nacional de las Juventudes.
