Toda entidad nacional, ya sea oficial o semioficial, deberá destinar por lo menos el uno por ciento (1%) de su presupuesto respectivo para fomentar la educación técnica o administrativa de su personal, o para subvencionar entidades públicas o privadas que, sin interés de lucro, se dediquen a la formación y especialización de personal.
