Las sumas asignadas por leyes, ordenanzas y acuerdos de los consejos Municipales, para suscribir acciones o decretar auxilios a las sociedades cooperativas, se pagaran de preferencia, en la vigencia respectiva o en las subsiguientes, y se consideraran como deuda a favor de tales cooperativas, las cuales pueden contraer obligaciones garantizándolas con dichas cantidades.
