Si en cualquier momento de la vigencia fiscal de 1934 se comprobare un descenso en los ingresos nacionales, que afecte el equilibrio del presupuesto, el Ministro de Hacienda y Crédito público, en desarrollo de la facultad que le concede el artículo 19 de la Ley 64 de 1931 , y previo concepto favorable del honorable Consejo de Ministros, podrá reducir las apropiaciones en las cantidades necesarias para mantener dicho equilibrio.
