Art. 18. Autorízase al Poder Ejecutivo para que celebre un contrato con cualquiera persona ó Compañía para que mantenga la navegacion por vapor en el rio Putumayo, garantizándole en cambio de esta obligacion que la exencion concedida conforme á los artículos 1.° y 2.° no podrá ser suspendida durante el tiempo señalado en dichos artículos.
