A partir de la vigencia del presente Decreto, la transformación de instituciones estatales u oficiales de educación superior, deberá hacerse previo acuerdo entre la Nación y la entidad territorial respectiva, en donde se establezca el monto de los aportes que conllevará la modificación del carácter académico institucional. Este acuerdo formará parte de la solicitud de transformación.
