Art. 3º. El privilegio que conforme al artículo anterior se conceda, confiere al concesionario: (a) El derecho exclusivo de montar una fábrica de naipes, y el de producir y vender éstos, cuando la fábrica ese funcionando: (b) El derecho exclusivo de introducir y vender naipes durante el tiempo que transcurra desde el día en que este decreto empiece a regir, hasta aquel en que debe estar montada la fábrica.
