En cada una de estas vias podrá el Poder Ejecutivo gastar hasta la suma de diez mil pesos. Y en caso de que las circunstancias del Tesoro presentaren dificultades para hacer el gasto, se reducirá el personal, sin interrumpir, en ningun caso, los trabajos.
