El Ministerio de Cultura, por sí mismo o a través de sus entidades adscritas o vinculadas, elaborará una escultura del Presidente Valencia, la cual deberá ser expuesta en plaza pública en la ciudad de Bogotá. Idéntica réplica de dicha escultura será expuesta en plaza pública de la ciudad de Popayán.
