El Instituto Colombiano de Desarrollo Rural - Incoder, es un establecimiento público del orden nacional, adscrito al Ministerio de Agricultura y Desarrollo Rural, con personería jurídica, patrimonio propio y autonomía administrativa y financiera. Su sede principal y domicilio están en la ciudad de Bogotá. El Instituto contará por lo menos, con una sede en cada departamento, con capacidad para resolver los asuntos de su área de influencia, dependientes directamente del nivel central.
