La Junta Calificadora formulará sus conclusiones después de considerar y discutir imparcialmente todas las circunstancias acerca del asunto propuesto. En todo caso debe dársele posibilidad al alumno para que en forma disciplinaria explique ante la Junta los motivos, circunstancias, etc., en que sucedió el hecho.
