Art. 2.° El Poder Ejecutivo queda ampliamente autorizado para pactar todo lo relativo a las formalidades y condiciones de la reunion de dicho Congreso. Igualmente queda autorizado para nombrar los Plenipotenciarios de Colombia y para acreditar cerca de los Gobiernos Latino-americanos las Legaciones que considere necesarias para dar cumplimiento a esta Ley.

Los gastos que ocasione se consideran incluidos en el Presupuesto de 1899 a 1900.
