Art. 3º Aclárase que por el Decreto Legislativo número 200 de 1903, se establecieron solamente derechos dobles de los que se pagaban antes del 18 de Octubre 1899, con las deducciones de que hablan las leyes anteriores á tal fecha; y que el mencionado Decreto empezó á regir en cada Aduana el día en que hubiera sido conocido en ella.
