Artículo segundo. En cualquier caso en que se presentare de hecho el evento previsto en el artículo anterior, en las empresas de servicio público a cargo de los particulares, los Alcaldes tomarán las medidas que sean necesarias para restablecer los servicios suspendidos y garantizar su mantenimiento.
