Ninguna autoridad podrá comprometerse a hacer gastos imputables a partida alguna de la Ley anual de Apropiaciones, con anticipación a la apertura del crédito suplemental destinado a cubrir el gasto, o a la del crédito extraordinario de la clase descrita en el punto d) del artículo 31.
