Cuando se denuncie al Gobierno o al Administrador de la Aduana que se han introducido mercancías sin pagar derechos de importación puede exigir del introductor que exhiba la factura original de dichas mercancías y la liquidación de la aduana, en la cual conste que ha pagado los derechos respectivos. Si del examen y comparación de los documentos con las mercancías no resultare que se han satisfecho los derechos de importación, se debe proceder a la instrucción del sumario correspondiente.
