Artículo primero. Autorízase al Gobierno Nacional para expedir a favor del Banco Central Hipotecario Pagarés de Deuda Pública Interna hasta por la suma de quince millones de pesos ($15.000.000), moneda corriente, para complementar los recursos requeridos por las obras, de acuerdo con los fines previstos en el Decreto legislativo número 521 de 1967.
