Art. 16. Es absolutamente prohibido á todos los miembros de los Resguardos de rentas y á todos los empleados de las Aduanas, tener relaciones comerciales, por insignificantes que sean, con los tripulantes de los buques que lleguen á los puertos, y, en general, ejercer el comercio bajo cualquier forma. El empleado que contravenga á esta disposición será suspendido por el Gobernador ó respectivo Jefe inmediatamente, y removido por el Gobierno.
