Prohibición de limitaciones . Se prohíbe cualquier tipo de restricción al paso de ayuda humanitaria para la población desplazada. La fuerza pública deberá garantizar el oportuno paso de la ayuda a sus destinatarios. Las acciones culposas o dolosas de las autoridades relacionadas con la distribución de la ayuda de emergencia serán objeto de investigación disciplinaria y sancionadas de conformidad con la ley.
