El Gobierno Nacional procederá de conformidad, incorporando en las respectivas leyes anuales del presupuesto, las partidas por él asignadas para cada caso, previo análisis de disponibilidad financiera, factibilidad de ejecución y cumplimiento de los requisitos establecidos en el Decreto 2132 de 1992, la Ley 152 de 1994 y demás disposiciones reglamentarias y vigentes sobre la materia.
