En el Presupuesto Nacional para la vigencia de mil novecientos treinta y ocho (1938) se incluirá la partida de que trata el artículo 1° de esta Ley, pero en el caso de que así no se haga, el Gobierno queda facultado para hacer los traslados que considere necesarios en el Presupuesto, para el fiel cumplimiento de esta Ley.
