Art 1.° Autorízase ampliamente al Gobierno para hacer cualesquiera operaciones de transacción, venta ó empeño, sobre los derechos que la República tiene contra la Compañía del Ferrocarril de Panamá por la venta ó traspaso que ésta hizo de sus acciones á la Compañía del Canal interoceánico. Lo que el Gobierno hiciere en este asunto no necesita ulterior aprobación.
