Del 31 de Marzo de 1886, en adelante, no se hará el cambio de los recibos o atestaciones de que viene tratándose, si no se hubiere cumplido a esa fecha con el requisito prevenido en el decreto número 660 de 1885 que acaba de citarse, cuyas disposiciones se confirman y ratifican medio del presente.
