º En cualquiera de los casos de que trata el artículo anterior, se procederá mediante una tramitación breve y sumaria, por escrito, en que se oirá previamente al acusado y se le facilitarán los medios de defensa que aduzca para su cargo. Mientras dure el procedimiento, el acusado quedará suspendido en el ejercicio de sus funciones y atribuciones, de conformidad con lo prescrito en el artículo 2º de la Ley 71 de 1915.
