Artículo tercero. Lo dispuesto en los artículos anteriores se aplica a los fondos públicos, tengan o no personería jurídica, cuando sus recursos provengan de impuestos nacionales destinados a ellos por disposiciones legales o no sean administrados directamente por el Estado.
