En los acuerdos mensuales de gastos deberán incluirse, necesariamente, la totalidad de los gastos ordinarios fijos y periódicos; la cuota parte correspondiente a las apropiaciones destinadas al servicio de la deuda pública, y monto de los vencimientos por compromisos que deban pagarse en el respectivo mes, antes de votar partida para las obras y demás campañas o gastos que puedan aplazarse.
