Para lo de competencia del Consejo Nacional Electoral se entiende por afirmaciones falsas sobre el contenido de una iniciativa o de un Referendo las que no corresponden fielmente al texto del articulado correspondiente. Las opiniones sobre sus implicaciones, sus verdades o sus desventajas no serán en ningún caso consideradas afirmaciones falsas. Para los efectos de este artículo debe estar claramente diferenciado el texto del articulado de la opinión sobre el mismo.
