Asistentes a las sesiones. Sólo podrán ingresar, durante las sesiones, y en el recinto señalado para su realización, los Senadores y Representantes, los Ministros del Despacho y quienes puedan participar con derecho a voz en sus deliberaciones, además del personal administrativo y de seguridad que se haya dispuesto. El Presidente podrá autorizar el ingreso de otras autoridades y particulares cuando no se afecte el normal desarrollo de las sesiones.
