Se autoriza al Gobierno para trasladar anualmente dos empleados técnicos nacionales del Ministerio de Agricultura y Comercio a instituciones o universidades del Exterior, devengando el total de su sueldo mientras termine sus estudios, y siempre que se obliguen a servir al Gobierno tres años por lo menos en puestos remunerados.
