Art. 5.° Los Inspectores generales serán de libre nombramiento y remoción del Gobierno. Los Inspectores provinciales serán nombrados por los Inspectores generales ó por los funcionarios que hagan sus veces, con la aprobación del Ministerio de Instrucción pública; y los Inspectores locales, por los provinciales, con la aprobación de su inmediato superior.
