La fecha inicial para la reunión del primer Congreso constitucional será el 1.º de Febrero de 1910, sin perjuicio de que el Poder Ejecutivo pueda anticipar, ó la Asamblea -por medio de una ley- retardarla, si así lo exigen las conveniencias públicas.

Parágrafo

El Decreto que convoca á elecciones para miembros del Congreso lo expedirá el Gobierno con la anticipación debida, para que las Cámaras puedan reunirse en la fecha señalada en el artículo 1º.
