El Gobierno Nacional a través del Instituto Colombiano de Bienestar Familiar, adelantará una campaña educativa nacional para crear conciencia pública sobre la importancia y los efectos de la paternidad o maternidad, como un mecanismo que contribuya a afianzar el derecho que tiene el niño o niña de tener una filiación.
