A partir de la expedición de la presente Ley, declárase a Cartagena el primer centro turístico de la República. El Gobierno procederá a declarar asimismo centros de turismo aquellos lugares que reúnan las condiciones de tales, previo el estudio respectivo.

Parágrafo

Una vez restablecida la normalidad internacional, el Gobierno fijará como sede de la Dirección General de Turismo, la ciudad de Cartagena.
