Art. 12. Estas becas se concederán por el Sr. Gobernador. Para la concesión de becas se requiere que los peticionarios comprueben debidamente ante el Gobernador. ser pobres, mayores de doce años, haber observado buena conducta moral, saber leer y escribir y tener conocimientos elementales de Religión. La comprobación de la instrucción previa se hará mediante un examen, ante el Inspector general de Instrucción Pública del Departamento.
