Artículo tercero. En el edificio del Laboratorio Químico Nacional se facilitará local adecuado y el uso de todos los elementos de laboratorio a los agrónomos y a los químicos del Ministerio de Agricultura, para el cabal cumplimiento de sus funciones oficiales y sin perjuicio de la prestación por el Laboratorio Químico Nacional de los servicios especiales de análisis que se requieran por el Ministerio de Agricultura.
