En los departamentos, Intendencias, Comisarias, Distrito Especial y Municipios los cuerpos de Policía, estarán a disposición del respectivo Gobernador, Intendente, Comisario, o Alcalde, quienes tramitarán sus órdenes por intermedio del Comandante de la Policía o quien lo reemplace. En casos especiales y urgentes, podrán hacerlo directamente, si ello es indispensable, para el mantenimiento inmediato del orden.
