La Nación y las entidades territoriales suscribirán sendos convenios en los cuales se acuerde la destinación directa por parte de la primera, de sumas provenientes de transferencias con destino a las segundas, para cubrir la deuda que resulte a cargo de las entidades territoriales a favor del Fondo Nacional de Prestaciones Sociales del Magisterio.
