Artículo tercero . El Banco de la República queda autorizado para que, sin afectar; el cupo del Gobierno Nacional, adquiera, a la par nominal, los documentos de Deuda Pública Interna a qué se refiere este Decreto, y pueda poseerlos por todo el tiempo de su vigencia.
