El Gobierno procederá a practicar los estudios técnicos que estime necesarios para la ejecución las obras y trabajos que fueren indispensables, a fin de dotar a la población de Plato de un puerto adecuado para el acceso de todas las embarcaciones que navegan en el río Magdalena.
