Anualmente, cada uno de los miembros del Tribunal Superior del respectivo Distrito Judicial deberá enviar al Presidente de la corporación, durante los últimos quince días del mes de noviembre, una lista con no menos de cien nombres de candidatos para jurados. Esta lista irá bajo pliego cerrado y deberá llevar al final una constancia, firmada por el respectivo Magistrado, en la que dará fe, por su honor de Magistrado, de que conoce como honorables y Competentes los candidatos que propone.
