° El permiso para hacer exploraciones de minas de petróleo, de que trata el artículo 1°, la otorgará, cuando lo estime conveniente, el Ministro de Obras Públicas; y la concesión de este permiso, o el hecho de la exploración, no concederá a quienes se otorgue el primado o realizen la segunda, derecho alguno, o espectativa de derecho.
