Diferencias entre el pleno y la Comisión. Las discrepancias que surgieren entre las plenarias de las Cámaras y sus Comisiones Constitucionales acerca de proyectos de ley, no deberán corresponder a asuntos nuevos, o no aprobados, o negados en la Comisión Permanente respectiva. Si así fuere, las mismas Comisiones reconsiderarán la novedad y decidirán sobre ella, previa remisión del proyecto dispuesta por la Corporación.
